City Council fires Lake Havasu City Manager

LAKE HAVASU CITY, Ariz. -- An administrator who has drawn controversy in previous management stints in South Tucson and Bullhead City was fired last night in a 4-3 vote by the Lake Havasu City Council.

City Manager Richard Kaffenberger's termination takes effect immediately.

City public information officer Charlie Cassens was tabbed as interim manager.

Kaffenberger was criticized for his management of personnel matters.
 
But he took heat from nearly every Council member for trying to award a $1.9 million contract to change managers of the wastewater system expansion program in midstream.

Kaffenberger accused Mayor Mark Nexsen of manipulating the agenda to keep important business from coming to the Council.

That prompted a sharp rebuke from Nexsen who said that Kaffenberger enjoys drama more than simply managing the city.
