State board calls for license review of Valley doctor

Dr. Jesse Haggard, former clinical director of Revolution Medical Centers, will have a formal hearing that could result in revocation of his license to prescribe steroids or any other controlled substances, a medical board decided Thursday.

The ABC15 Investigators first reported on Haggard and Revolution Medical Centers in April.

Now, investigators with the Arizona Naturopathic Physicians Board of Medical Examiners formally allege Haggard prescribed anabolic steroids, human growth hormone, and prescription only drugs without legitimate medical purpose.

Their report indicates many of Haggard's prescriptions "appear to be primarily used for body building and performance enhancing purposes."

Haggard is also accused by the board of prescribing patients a steroid not approved for human use, prescribing testosterone for a patient without ruling out prostate cancer, and falsifying patient medical records subpoenaed by the board.

Meanwhile, the state continues to investigate Dr. Carole Eastman and Dr. Ryan Krch, who also work as staff physicians at Revolution Medical Centers.

Additionally, the Drug Enforcement Administration has launched a criminal investigation into the clinics, and the Arizona Board of Chiropractic Examiners is looking into the clinics' owner, Dr. Jeremy Bula. 

Bula told ABC15 that he has absolutely nothing to do with writing prescriptions and that he simply owns the clinic and manages the money.

Revolution Medical Centers had two Valley locations until last week, when the Peoria facility closed its doors.
