Ron Keck of Gold Canyon was offered a voucher for $300 worth of free gas if he had his windshield replaced.
He said it was a no-brainer since he needed it replaced anyway.
The brainwork came later as Ron said he had to jump through hoops to get the gas.
First, he could only get it at one station.
Then he had to print out 12 coupons. He needed to spend $100 in a month and send those receipts in by a certain date.
After that, the company would mail a $25 gas card. Ron said he did that every month.
But Ron said it didn't work that way for him.
He said he only received one card and is due more.
He said the company only gave him apologies.
While many different stores handed out the gas vouchers, they were just the middlemen.
Once handed out, customers dealt with the gas voucher business.
And in Ron's case, that was BBZ Resource Management headquartered in Mesa.
The Better Business Bureau's Felicia Thompson said her department is receiving 9 complaints a day about BBZ.
"We're holding BBZ accountable. They're the ones the consumers go to after they make their purchase to redeem their cards," Thompson said.
The BBB gave BBZ an F. The complaints involve people not getting the cards or waiting up to 20 weeks to get them.
The BBB said 128 of the complaints have been resolved in a year with their help.
But they say still, 100 more complaints are pending.
"There are still consumers out there saying their getting months delays in getting their cards," Thompson says.
BBZ Resource Management has been run by Troy Warren. We found Warren has had trouble with Arizona regulators.
In 2005 involving a different business, the Arizona Corporation Commission ordered him to pay $20,000 to investors for selling stock he didn't register.
BBZ now operates out of Incentive International, also in Mesa where Warren is listed as Sr. Vice president.
After numerous attempts to talk to him, we found Warren at their headquarters.
But he did not want to talk to us.
In a statement to the ABC 15 Investigators, BBZ said:
BBZ Resource Management is committed to honor its obligations to consumers and its business partners. As its business has grown, BBZ has confronted-and overcome-various challenges presented by the high demand for its rebate certificate program. Recently, however, wrongful actions by one of BBZ's business partners.... have seriously harmed BBZ's ability to meet its obligations in the timely fashion it and its customers and business partners expect. Among other things, ... business partner...has breached a $345 million contract with BBZ and undertaken an aggressive campaign to smear BBZ's reputation. BBZ will address the wrongful actions of ... business partner...at the appropriate time and in a proper forum. BBZ is working with outside professionals to assess its current situation and to develop a plan for meeting its current challenges and fulfilling its obligations to those consumers who are entitled to a rebate.The Oregon Attorney General tells us they are investigating BBZ as what they call a possible pyramid scheme.
