Click the play button on the video window to the right to see the storyPHOENIX -- As an administrator for social services, Dorothy Watkins oversees social workers in the
Washington Elementary School District.
In the two years she has been with the district, Watkins has been extraordinarily busy.
That's because she is the liaison for the
McKinny-Vento Program, a program designed to address the needs and challenges homeless children face in attending and excelling in school.
If a child does not have access to a “fixed” and “regular” place to sleep at night, they are identified as homeless.
This can include children living in a car, in a hotel or motel, with friends or relatives because his/her family lost their housing, living in a shelter, or waiting to be placed in a foster home.
In the Washington Elementary schools, the number of kids being identified through the program is rising.
“The numbers have drastically increased, the numbers of families we have been having to provide support,” explained Watkins. “In the last year, a 22 percent increase, in the last 2 years a 68 percent increase.”
And Washington Elementary schools are just a microcosm of what is happening on a county and state level.
Frank Migali is the Education Program Specialist and State Coordinator for Homeless Education with the
Arizona Department of Education.
He provided ABC15 with five years worth of data documenting the number of homeless students enrolled in schools across the state and in Maricopa County.
The past two school years show a large increase:
| School Year | Statewide Total | Percentage Increase from previous year | Maricopa County Total | Percentage Increase |
2008-2009 (as of 6/23/2009) | 24767 | 15.6% | 15022 | 10.9% |
| 2007-2008 | 21412 | 8.9% | 13539 | 17% |
This is also becoming a major issue on a national scale.
In
an article written in the January 2009 edition of Newsleader, bipartisan advocacy group for children and families
First Focus is sourced saying “that two million children will lose their homes over the next two years because of the foreclosure crisis.”
Watkins said that national studies show children who are forced to change schools in the middle of an academic year lose 4-to-6 months worth of learning.
That is part of the reason why her staff is working tirelessly to keep the kids who find themselves homeless in the same school they have been attending even if their family moves to a different part of the Valley.
Watkins explained that the McKinney-Vento Program grants districts money to provide transportation so kids have a way of getting to their school campus.
Watkins also works to provide these children with school supplies, clothing, and other essentials.
She noted that, “this year more than last year you are hearing more about middle class families, maybe there was a layoff.”
That is also what Michael Boos is seeing.
He is the Director for
Paz De Cristo, an outreach center servicing the East Valley.
Every day of the year at its Mesa location,
Paz De Cristo serves a free meal from 5:00 to 6:00pm.
A worker there said the number of people they are serving food to a night has grown, “the numbers have been high, 250 260, 270 people this time.”
Boos explained, “we have been seeing more and more families, especially at the end of the month, when budgets are strained. We've been averaging about 10 children a night in our dining room and that's high.”
Boos also said some of the families they have seen are living out of their cars, traveling around the Southwest looking for work.
He said some have told them they came to Arizona after hearing about job opportunities but that once they got here the job was gone.
Paz De Cristo also provides food boxes twice a month.
The food boxes can last families about a week and consist of varied items like peanut butter, bread, carrots and even fresh meat donated by area grocery stores.
Each food box is equivalent to $40 or $50 worth of food and he’s been giving away about 700 a month.
Boos also works with families to help find them shelter if they are homeless.
But as the economy continues to worsen, taking its toll on more families, it is becoming increasingly difficult to find resources.
Boos said frankly, “again its space and dollars and the space is running out and the dollars are drying up.”
Donations are the lifeline for social workers across the Valley to help those of us hit hard by the economy.
Many families are just a few strokes of bad luck away from being homeless or requiring help feeding their families.
