It could be ICE imported the Illegals to stop the looks of Sheriff Joe out scoring them, and without any help from the Dept of Home Land ? Security ?

Please insert a computer chip which cannot be removed, in their ar*se. It should be a GPS system, programmed to BEEP if they EVER come back across the border. If it begins to beep, the (next) coyote finds his cargo/location compromised and promptly kills the ILLEGAL to silence the beep. End of problem. Can you imagine the chaos if a cargo of ILLEGALs begins beeping about 2 miles north of Nogales?
