IRVIN: Budget clock is ticking

Rest assured, the sun will come up Wednesday morning.

And when it does, DPS officers will patrol our highways. At-risk children will still have programs to keep them safe. Health workers will monitor the Swine Flu and West Nile Virus.

The threat of a government shutdown is just that -- a threat. But the possibility of such shouldn't scare you nearly as much as how we got here.

Since the session began, lawmakers controlling the purse strings and the votes have met behind closed doors in secret, hammering out a budget they knew the governor wouldn't sign, even though she's a member of the same party.

When they finished their plan, they refused to hand it over, and everybody had to go to court.

Meanwhile members of their own party spent countless hours and energy trying to pass legislation that seemed to be culled from a whole drawer-ful of bad ideas.

Legalizing more powerful fireworks and putting them in the hands of teenagers -- an idea which raised the ire of every fire department in the state.

How about making it easier to carry a gun into a restaurant where alcohol is served? Not a single police officer got behind that one, but lawmakers persisted.

Lawmakers proposed slashing the budget for teachers and education and preserving funding for Sheriff Arpaio's immigration sweeps.

And hours before the end of the budget year, still no agreement. Even though the Republican party occupies the governor's office and enjoys majorities in both chambers of the state legislature.

Even this fractured group understands the political expediency of government continuance, so a temporary measure will almost assuredly pass, albeit at the eleventh hour.

And the sun will rise Wednesday morning... and unfortunately, it'll be business as usual.
