PHOENIX -- A woman walking through Encanto Park with her two dogs says she found a female dog tied in a blue t-shirt and roped to a picnic table.
Her mother later took her home and discovered that under the blue shirt the dog’s four limbs were also tied together.
The good Samaritans believe someone hogtied her.
They haven’t given her a name, calling her Encanto after the park where she was found.
The woman, who walks in the park often, said she has noticed an increase in the number of dogs and cats being abandoned in the area.
ABC15 called the Public Information Officer for the Parks and Recreation Department of the City of Phoenix to see if their park employees have noticed more animals in the park.
Officials did not respond to an e-mail and voicemail about this matter by deadline.
In the meantime, police say they have not seen an uptick in reports, but fear that might be because people aren’t reporting it.
For example in this case, the good Samaritans did not report the find to police.
Animal rescue group
Circle L Ranch has agreed to take the dog in, but are looking for a foster family.
A spokeswoman for the organization said the dog is half-starved.
They will also be looking for any internal injuries.
